SAN JUAN (AP) - Resident Commissioner Anibal Acevedo Vila on Monday announced that the federal government will invest $30 million to restore and build new structures at U.S. Coast Guard headquarters in Old San Juan.

Acevedo Vila said he would help the Coast Guard to obtain additional resources so it can "comply with this new responsibility with the Puerto Rican people."

"The commitment I've made with Capt. Brooks is precisely to be an ally in the Congress or deal directly with federal agencies to ensure that the Coast Guard in Puerto Rico has the resources it needs to face the challenges to be an efficient tool to stop the entry of drugs and assure the security and protection of Puerto Rican seas, including preventing the illegal entry of immigrants," Acevedo Vila said.

In the past fiscal year, the Coast Guard seized 31,000 pounds of cocaine and 25,000 pounds of marijuana at sea, and returned 1,093 illegal immigrants.

VEGA ALTA (AP) - Some 3,124 delegates on Sunday unanimously approved an amendment to New Progressive Party (NPP) regulations, enabling an island wide primary Nov. 18 to elect the new president and two vice presidents.

It is expected that the process to file candidacies for the posts will begin today. The process will close Sept. 24.

Meanwhile, a resolution presented by House Minority Leader Edison Misla Aldarondo was approved, banning any NPP leader from participating in Gov. Sila Calderon's proposed Committee on Consensus Over Status, unless it is so decided by the directorate.

"The NPP reaffirms that the proposal is a separatist trap that won't solve Puerto Rico's status problem," Misla said.

Protesters calling for an end to United States involvement in Puerto Rico disrupted the closing ceremony of the international youth summit on racism in Durban on Monday.

The chanting protesters twice interrupted the speech by United Nations Commissioner for Human Rights, Mary Robinson, who assured them their voice was being heard.

A group of demonstrators earlier stood on their chairs when Robinson, accompanied by South African Foreign Affairs Minister Nkosazana Dlamini-Zuma, entered the hall.

They held up hand-lettered signs saying "United States navy out of Vieques Puerto Rico ".

WILLIAMSPORT, Pa., Aug. 26 –.The lives of the Baby Bronx Bombers had changed with all the speed of a major league fastball since the Rolando Paulino team had arrived here. They had gone on a winning streak, had won the hearts of sports fans throughout the country, then lost, 8-2, in the United States championship game on Saturday, in a rematch against Apopka.

But today, in a consolation game, the All-Stars beat a team from the Caribbean nation of Curaçao, 9-1, the 11- and 12 year-olds from the Bronx playing as they had most of the year.

The victory earned Rolando Paulino third place in the World Series.


NPP Lawmakers: Calderon's Speech `Deceptive'

New Progressive Party (NPP) legislators on Friday continued to criticize Gov. Sila Calderon's special message before the Legislature, saying it was "deceptive."

A former president of the Planning Board and secretary of State, Sen. Norma Burgos criticized Calderon's announcement that she would invest $1.2 billion in infrastructure. She said the prior administration of Gov. Pedro Rossello nearly doubled the amount of investments proposed by the current governor, and added that the allocation is not new but already included in the government's budget.

House Minority Leader Edison Misla Aldarondo went so far as to describe the message as one "orphaned of new ideas."

Both Misla Aldarondo and Rep. Angel Cintron agreed that Calderon's efforts to obtain federal tax incentives [under Section 956] for the island could turn out to be more deceptive in the long run than a true achievement.

In her second special message before the Legislature on Thursday, Gov. Sila Calderon introduced legislation to help Puerto Rico compete with Singapore, Ireland and Malaysia when it comes to attracting manufacturing companies.

To achieve this, she proposed a tax rate of less than 2% for "pioneer medullar industries," which establish themselves on the island.

The Law of Medullar Projects and Activities would grant "extraordinary" tax incentives to manufacturing industries that bring new and innovative technology to the island, develop high scientific skills among the workforce and generate most of their production jobs here.

The legislation is one of nine, which the governor introduced before a special joint session Thursday evening to present her administration's agenda for the second ordinary assembly.

"With this bill, Puerto Rico places itself as one of the most important tax jurisdictions in the entire world," Calderon said.

"Economic development has to be, and is, the first priority of my administration. Nothing, nothing, nothing is more important," said Calderon.

Calderon also announced a $1.17 billion investment on 215 infrastructure projects to be put out for bid between September and December.
